In order to fully implement the requirements of the Circular of the General Office of the State Council on the Construction and Development Plan of National Standardization System (2016-2020) (No. 89 issued by the State Office), and accelerate the construction of a technical standard system to meet the needs of the thirteenth five-year development of industry and communications, the Ministry of Industry and Information Technology decided to launch the "Industry and Information Technology" The compilation of the "Thirteenth Five-Year Plan" technical standard system construction plan for telecommunications industry (hereinafter referred to as "System Construction Plan"). The relevant matters are hereby notified as follows:

I. Guiding Ideas

Fully implement the spirit of the Eighteenth National Congress of the CPC and the Third, Fourth and Fifth Plenary Sessions of the Eighteenth Central Committee of the CPC. According to the requirements of the Reform Plan for Deepening Standardization Work of the State Council, to meet the needs of the implementation of Made-in-China 2025 and the Guiding Opinions for Deepening the Integration of Manufacturing Industry and Internet, the deployment criteria of industrial The system construction should comprehensively promote the formulation of key standards and basic public welfare standards in accordance with the standard system, constantly improve and optimize the standard system of industry and communication industry, increase the effective supply of standards, upgrade the technical level and international level of standards, and serve the healthy and sustainable development of industry and communication industry.

II. Basic Principles

(1) Deepening the drive of reform and innovation. Promote the supply-side structural reform of the standard system, pay attention to the coordination between government standards and market standards, strengthen the regulatory, basic and public welfare nature of government standards, and highlight the independence, innovation and competitiveness of market standards. Focusing on improving the innovation ability and basic ability of manufacturing industry, we should strengthen the coordination between the construction of standard system and the construction of manufacturing innovation system, and give full play to the normative and leading role of standard in the selection of technological innovation path, transformation of innovation achievements and upgrading of the overall technological level of industry.

(2) Demand traction and overall layout. Facing the world's scientific and technological frontiers, the key points of industrial development and the major strategic needs of the country, we should make a good overall layout and forward-looking planning of the standard system, strengthen the combination of standards and industrial development, industry standards and national standards, domestic standards and international standards, and scientifically determine the key areas for the construction of the technical standard system. To meet the needs of high-end, intelligent, green and service development of manufacturing industry, and to provide technical support and guarantee for fostering new competitive advantages of manufacturing industry.

(3) Integrating development, opening up and sharing. Actively adapt to the new situation and new requirements of the deep integration of information technology and manufacturing technology, and strengthen the top-level design of the construction of industrial ecosystem standard system in all aspects and fields. We should promote the internationalization of standards, pay attention to the transformation of international standards and the participation of international standards, improve the consistency between our standards and international standards, and promote our standards to become international standards. Efforts should be made to build and improve the technical standard system of "integration, openness, coordination and matching, scientific advancement and reasonable structure".

III. Scope of preparation

Chemical, petrochemical, iron and steel, building materials, non-ferrous metals, rare earth, gold, machinery, automobiles, civil aviation, civil ships, light industry, textiles, packaging, civil aerospace, civil nuclear, military and civilian products (civil explosion), electronics (information and software services) and communications industries, as well as engineering construction, safety in production, festivals, etc. It can meet the national standards, industry standards and international standards in four comprehensive fields, such as comprehensive utilization and radio.

IV. Main Contents

According to the industry (including four comprehensive areas, all the industries mentioned below include comprehensive areas), the system construction plan should include the following four aspects:

(1) Overview of industry development. The basic composition and operation of the industry, the development status and trend of technology and industry, and the development goal of the 13th Five-Year Plan.

(2) Current Situation and Framework of Standard System

1. Current status of standard system. It includes two parts: the status quo of domestic standards and the status quo of internationalization of standards. The current situation of domestic standards includes the current effective national and industrial standards, the national and industrial standards in the process of revision. The current situation of internationalization of standards includes the transformation of international standards and advanced foreign standards, the leading role of Chinese enterprises and institutions in formulating international standards and advanced foreign standards, the assumption of leading posts such as secretariat, chairman, vice-chairman and secretary-general of the International Standardization Technical Committee (sub-technical committee), and the surrounding situation. The strategy of "one belt and one road" has been applied to China's standard translation as a foreign language version.

2. Standard system framework. According to a certain hierarchical structure, the organic combination can meet the needs of industrial development and the requirements of government standard management. In principle, there are no less than three levels of depth, such as subdividing the industry into several sub-fields, and then subdividing the sub-fields into specialties.

(3) Key points of industrial development. Focusing on the need of implementing Made-in-China 2025 and Guidelines for Deepening the Integration of Manufacturing Industry and Internet Development, this paper studies and puts forward the key areas of industrial development during the 13th Five-Year Plan period.

(4) Development objectives and main contents of the standard system. Focusing on the development priorities and management needs of the industry during the 13th Five-Year Plan period, the development objectives of the standard system construction during the 13th Five-Year Plan period, the key areas for the revision of the standards, and the standard items (distinguishing key items, basic public welfare items and general items) to be revised are clarified. Development goals should be scientific and rational, with quantifiable, enforceable and assessable characteristics.
